Julien Serrano-O'Neil is a dynamic leader and accomplished nonprofit professional with over a decade of experience driving community transformation. He holds a bachelor’s degree in Political Science from Morehouse College and is currently pursuing dual master’s degrees in Nonprofit Management and Public Administration at the University of Central Florida. Julien is a Certified Nonprofit Professional (CNP) and Advanced Certified Nonprofit Professional (ACNP), credentials he earned from the Nonprofit Leadership Alliance in 2024. A proud Life Member (#16002) of Alpha Phi Alpha Fraternity, Inc., Julien is affiliated with the Delta Xi Lambda Alumni Chapter.
In his role as the Chief Relationship Officer & First Vice President at the United Foundation of Central Florida, Inc. (UFCF), Julien oversees the Global Engagement & Empowerment Center (GEEC). In this capacity, he leads the center’s strategic initiatives aimed at fostering community development, advancing civic engagement, and improving equitable access to essential services. Prior to this, he served as the Second Vice President for Community Impact & Business Development, where he spearheaded the organization’s largest restructuring to date, resulting in a 200% increase in the operational budget and a 30% boost in donor contributions.
Julien’s achievements in fundraising and community outreach are extensive, having raised over $919,173 in grants, awards, and contracts. He facilitated the distribution of $212,500 in educational scholarships to support 200 students in pursuing higher education. Julien believes in the exponential impact of supporting a child’s education, emphasizing that for each child reached, seven more lives are positively influenced. He was instrumental in securing $20 million in funding for Children and Families Services through the establishment of Empowerment (Opportunity) Zones, a groundbreaking initiative designed to support underserved communities in Orange County.
Julien is the founder and CEO of The JSO Consulting Group, LLC, a consulting firm that has achieved a $30 million economic impact and generated over $300,000 in revenue growth for clients across sectors. His expertise includes program administration, curriculum development, strategic planning, event management, and advocacy. His consulting work has consistently reinforced sustainable transformation through education, job creation, infrastructure improvement, crime reduction, and affordable housing development.
Julien’s commitment to community service extends beyond his professional roles. He has served Orange County Public Schools and local government in various capacities, including as a member of the OCPS Reapportionment Advisory Committee, where he played a key role in redrawing political boundaries that will guide district representation for the next decade. He also served as Chair of the Evans High School Community Leadership Council and was the Founding President of the Community Action Division’s Youth Advisory Committee.
Recognized as a 2022 Orlando Business Journal 40 Under 40 honoree, Julien has a proven track record of collaborating with community and neighborhood organizations, the County Commission, and the School Board to enhance services for at-risk and underserved populations. Through initiatives like the UFCF Senior Computer Program and college access programs, Julien’s work has empowered hundreds of young people to pursue academic and career success.
